The Rotary Club of the Caribbean Plus (RCCP) has joined forces with the Government of Saint Lucia, Tapion Hospital, and Montero Medical Missions to establish a Sustainable Prosthetic Limb Clinic in Saint Lucia — a groundbreaking initiative set to transform the lives of amputees across the region.
The partnership was officially sealed on October 2, 2025, with the signing of a Memorandum of Understanding (MOU) among the four entities.
Funding for the project comes from The Rotary Foundation, co-sponsoring Rotary Clubs within District 7030 and beyond, as well as contributions from the Government of Saint Lucia and Montero Medical Missions.
A Regional Hub for Mobility and Rehabilitation
Located at Tapion Hospital, the clinic will provide prosthetic limb fittings and rehabilitation services to people in Saint Lucia and neighboring islands who have lost limbs through injury, illness, or other conditions. It will also complement existing services in Barbados, creating a stronger regional network for prosthetic care.
Each partner brings essential expertise:
Rotary Caribbean Plus will coordinate the project, manage operations, promote services regionally, and help train local prosthetic and rehabilitation professionals.
The Ministry of Home Affairs, Crime Prevention and Persons with Disabilities, led by Hon. Jeremiah Norbert, will offer institutional support including staffing, maintenance, and operational subvention.
Tapion Hospital, through the Tapion Foundation, will provide the clinic space, utilities, and facilitate collaboration between surgeons and rehabilitation teams.
Montero Medical Missions of Chesapeake, Virginia, USA, will lend technical expertise, assist in clinic design, and deliver training for local healthcare providers.

The MOU signing ceremony brought together representatives from all partners.
RCCP’s Konrad Wagner opened the event with an overview of the project, followed by remarks from Club President Christopher Pugh, Dr. Stephen King of the Tapion Foundation, Ms. Vicki Brett, Executive Director of Montero Medical Missions, and Hon. Jeremiah Norbert, who reaffirmed government support. The ceremony concluded with closing words from Leathon Khan, Immediate Past President of RCCP.

Building a Sustainable Legacy
Once completed, the clinic will be formally donated to the people of Saint Lucia and managed in partnership with the Government and the Tapion Foundation. A joint steering committee will oversee its operation and ensure long-term sustainability.
The Prosthetic Limb Clinic stands as the flagship humanitarian endeavors, of the Rotary Club of the Caribbean Plus, embodying Rotary’s enduring commitment to “Service Above Self.”
